FAQ 2023 Economic Census

1.    What is Economic Census?
  • Economic Census is conducted every five years and is a full count of all "business establishments" and "non-profit organizations" in Malaysia. The 2023 Economic Census is the fifth census carried out since 2001.
2.    Why is Economic Census important?
  • To evaluate the achievements of the Twelfth Malaysia Plan (12MP);
  • Identifying the sources of new economic growth;
  • Generating new economic statistics;
  • Generating key statistics until to district level;
  • Enhancing the capacity of national big data statistics; and
  • Obtaining new benchmark.
3.    Who needs to respond to the 2023 Economic Census?

All business establishments and "not-for-profit organizations" operating in Malaysia in the reference year 2022 in the sector:

   a. Agriculture

   b. Mining & Quarrying

   c. Manufacturing

   d. Construction

   e. Services

4.    Is Economic Census mandatory?
  • Yes. This census is conducted under the Statistics Act 1965 (Revised 1989). Section 5 of this act requires any establishment operating in Malaysia to provide actual or best estimate information to the Department of Statistics Malaysia.
5.    When is the 2023 Economic Census conducted?
    • Data collection operation: 1 April until 30 September 2023
6.    What kind of information is collected?


a) Profile of the establishment

b) Legal status of the establishment

c) Ownership structure

d) Capital expenditure and value of fixed assets

e) Number of persons engaged and salary & wages

f) Income and Expenditure

g) Utilities

h) Competitiveness module:

     i. Digital economy

     ii. Access to financing

     iii. Innovation and Research & Development

     iv. Import & export

     v. Environmental expenses

     vi. Technology and the fourth industrial revolution (IR 4.0)

     vii. Oil & Gas Services and Equipment (OGSE)

     viii. Foreign affiliates

7.    Is information to the 2023 Economic Census kept confidential?

a. The Economic Census is conducted under the Statistics Act 1965 (Revised-1989) which provides that the contents of the establishments return are CONFIDENTIAL and will not be divulged to any persons or institution outside this Department.


b. In addition, the appointed DOSM enumerators are also bound by this act. Enumerators appointed by DOSM can be identified through official identification cards and official cover letters.

8.    What is the method of data collection for 2023 Economic Census

a. Online questionnaire (e-Economic Census platform)

b. Mail (post, fax, email)

c. Interview by phone

d. Field work (face-to-face interview)
